An active shooter is an individual who is engaged in killing, or attempting to kill, people in a confined and populated area while an active threat is any situation that presents an imminent danger to the safety of others such as a bomb threat or arson, or an individual or individuals displaying weapons, having made threats and/or shown intent to cause harm or act out in violence.
